Description of the containment measures established to combat the COVID19 epidemic for the duration of Expotech Esrel 2020 Psam 15 Conference


On the basis of the measures successfully taken for carrying out the International Film Festival of Venice, which has taken place on 2-12 September 2020 with zero infections in the two weeks of duration of the event


The health emergency underway requires Expotech Esrel 2020 Psam 15 Conference, which will be held on Lido di Venezia at Palazzo Del Casinò, from 1st to 5th of November 2020, to implement an internal safety management system capable of defining and enacting all measures necessary to contain the COVID-19 epidemiological emergency for the protection of all persons involved in various capacities or interested in participating in the activities programmed by Expotech Esrel 2020 Psam 15 Conference.

With the purpose of containing Covid-19, specific measures have been established to protect Expotech Esrel 2020 Psam 15 Conference Area on the basis of the measures successfully taken for carrying out the International Film Festival of Venice, which has taken place on 2-12 September 2020. The specific measures and activities of protection are specified below.

• Body temperature will be checked for all persons requesting access to the Expotech Esrel 2020 Psam 15 Conference Area, by thermoscanner at the entry point of the Palace. Should a person’s body temperature be 37.5°C or greater, he/she will be accompanied to a waiting area and his/her body temperature will be measured again a few minutes later. Should the temperature still be 37.5°C or greater, access to the area will be denied to the person and he/she will be advised to contact the local health authorities or their personal physician.

• Compliance with minimum social distancing between the persons entering the Expotech Esrel 2020 Psam 15 Conference area;

• Hand sanitizing at sanitizing gel distribution points. The areas will be equipped with systems for dispensing sanitizing gel;

• Obligation to wear a surgical or community mask that covers both the nose and the mouth within the Expotech Esrel 2020 Psam 15 Conference area.

The public will be advised, by appropriate graphic signs located outdoors, of the obligation to wear a mask in the entire area of Expotech Esrel 2020 Psam 15 Conference. A specific notice explaining all the containment measures that must be complied with, will be available to the public, to the operators and all personnel, distributed at the entry points and inside the Expotech Esrel 2020 Psam 15 Conference areas.

Additional safety measures are as follows:

• Organization of an information system for the public, an info-point;

• Technical and logistical operations and management centre inside the venue of the Conference, Palazzo del Casinò, operating throughout the period of the Conference;

The management of the restaurant and bar services located in the Expotech Esrel 2020 Psam 15 Conference area will be regulated with the measures to be adopted:

• Table reservations;

• Use of a mask while waiting to enter the restaurant, even when outdoors;

• Registration and conservation of the names of patrons for 14 days;

• Measuring body temperature;

• Responsibility of the manager for sanitizing the spaces and areas;

• Hand sanitizing to be provided in specific dispensers.

ACCESS TO SCREENING ROOMS AND CONFERENFE ROOMS

With regards to the occupation level of the conference rooms, Expotech Esrel 2020 Psam 15 Conference will apply the measures indicated in the Regional Ordinance which requires the application of seat separation measures in the conference rooms. This will entail a general reduction of 50% in seating capacity.

The safety measures for access to the screening theatres are summarized below:

• The public and accredited visitors and professionals must wear a mask at all times, even during video streaming. The same measure is to be applied during all the conference sessions;

• Daily registration data will be conserved by Expotech Esrel 2020 Psam 15 Conference for at least 14 days. The entry of accredited visitors will also be organized in queues that will direct the accredited professionals to the specific section of the theatre corresponding to the respective entry points;

• The entry in the conference rooms will be organized in queues that will direct the attenders to their own seats in specific sections and subgroups of seats. Entry to the conference rooms will be regulated as much as possible, and seating will begin with the seats farthest from the entrance;

• Where possible, separate routes will be established for entering and exiting the conference rooms. Entrance will be subdivided into several queues associated with single and specific sections of the conference rooms seating where possible;

• Management of the queues will be entrusted to security staff who will be responsible for monitoring social distancing and the use of individual protective equipment (surgical or community masks and the use of hand sanitizing gel);

• Sanitizing services for the conference rooms will include cleaning the seats and the areas/structures used by the public (handrails, door handles, etc.) at each change of session, and sanitizing the conference rooms once a day.

MANAGING THE ARRIVAL OF DELEGATIONS AND COLLABORATORS FROM ABROAD

The organization of Expotech Esrel 2020 Psam 15 Conference entails the presence and involvement of various subjects coming from European and non-European countries, who in their various capacities participate in the organization or fulfil specific duties as part of the programmed activities.

Covid 19 measures in Italy have changed.

The ban on entry and transit in Italy concerns those who have stayed or passed through 13 countries in the previous fourteen days: Armenia, Bahrain, Bangladesh, Brazil, Bosnia Herzegovina, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru, Dominican Republic.

The Italian Minister of Health, Roberto Speranza, has signed a new Ordinance, which provides for urgent measures to contain and manage the current health emergency. In particular, the Ordinance provides for the obligation of molecular or antigenic testing for those coming from or transiting in some European countries at greater risk for Covid-19 in the 14 days prior to entry into Italy, and the obligation to communicate entry into Italy to the Department of Prevention of the Local Health Authority.

Below is a summary of the main prevention measures.

Entries or transits in Italy

Travellers who intend to enter the Italian national territory and who in the previous fourteen days have dwelled or transited in Belgium, France, the Netherlands, the United Kingdom of Great Britain and Northern Ireland, the Czech Republic and Spain, must take the following preventive measures, alternatively.

• obligation to present upon boarding, to their carrier and to whoever is responsible for checking, a certification that they have undergone a molecular or antigenic test, carried out by means of a swab and with a negative result, within 72 hours prior to entering the national territory;

• the obligation to undergo a molecular or antigenic test, to be carried out by means of a swab, upon arrival at the airport, port or border location, where possible, or at their local health authority (ASL) of reference, within 48 hours of entering the Italian national territory; while waiting to undergo the test at the local health authority of reference, the persons are subjected to trustee isolation at their home or residence.

COVID MEASURES IN ITALY

Travelling rules vary, depending on the country of origin or destination and the reasons for travelling. The DPCM of September 7, 2020 reiterates the previous lists contained in Annex 20 of the Prime MinisterialDecree of August 7, with furtherspecificationsincluded in Annex C, whichcontinues to identify 6 groups of countries, for whichthere are differentlimitations.
Last October 7, in addition to the extension of the state of emergency to January 31, a new Ordinance of the Minister of Health wasalsoapproved, whichprovides for some changes to the list of countries from which re-entry intoItalyrequires a mandatorymolecular or antigenictest.

• List A - San Marino and Vatican City

No limitation • List B - EU countries (except Romania, whichis part of List C, and with specificprovisions for Belgium, France, the Netherlands, the Czech Republic, Spain), Schengen, the United Kingdom of Great Britain and Northern Ireland (with specificprovisionsbelow), Andorra, Principality of Monaco. EU Countries (except Romania, whichis part of List C, and with specificprovisions for Belgium, France, the Netherlands, the Czech Republic, Spain), Schengen, the United Kingdom of Great Britain and Northern Ireland (with specificprovisionsbelow), Andorra, Principality of Monaco.

Travelling to/from EU countries without the need for a specificmotivation, thereforealso for TOURISM purposes, isallowed, without the obligation of isolationuponreturn to Italy. The obligation to fill in a selfdeclaration remains.

Belgium, France, the United Kingdom, the Netherlands, the Czech Republic, Spain: thosewhoenter/return to Italy from these countries (after a stay or evenonlytransit in the 14 days prior to enteringItaly), in addition to completing a self-declaration, must also:

a) present a statementthattheyhaveundergone a molecular or antigenic test carried out by means of a swab and a negative resultwithin 72 hours beforeentering the national territory; alternatively

b) undergo a molecular or antigenic test; to be swabbeduponarrivalat the airport, port, or border location (wherepossible) or within 48 hours of entering the national territoryat the referencelocalhealthunit. Personswhohavestayed or transited in thesefour countries shallalsocommunicatetheir entry into the Italianterritory to the Prevention Department of the competentHealth Authority. Annex C of the DPCM of September 7, 2020, clarifiesthatall French, British and Dutch territories, howevernamed, locatedoutside the Europeancontinent are included in the E list. The following countries are included in the B list: The Far OerIslands, Greenland, Svalbard and Jan Mayen, Gibraltar, Channel Islands, Isle of Man, British bases on the island of Cyprus, the Azores and Madeira, Spanish territories on the Africancontinent.

• List C - Romania

Movements from/to these countries are allowed for anyreason (providedthatyouhavenottransited or stayed in the territoriesbelonging to lists E or F, in the 14 days prior to enteringItaly) butuponreturn to Italy, thereis the obligation of fiduciaryisolation and healthsurveillance; itisnecessary to fill in a self-declaration, and itispossible to reach the finaldestination in Italyonly by private means (airporttransitisallowed, withoutleavingthe dedicatedareas of the terminal). The easing of restrictions on travel from Italy to certain countries doesnotexcludethatthese countries maystill set entry limits.

• List D - Australia, Canada, Georgia, Japan, New Zealand, Rwanda, Republic of Korea, Thailand, Tunisia, Uruguay

Movements from/to these countries are allowedwithout a specificmotivation, therefore, also for tourism providedthatyouhavenottransited or stayed in the territoriesbelonging to lists E or F, in the 14 days prior to enteringItaly). However, uponreturn to Italy, itisnecessary to undergofiduciaryisolation and healthsurveillance, to fill in a self-declaration and reach the finaldestination in Italyonly by private vehicle (airporttransitisallowed, withoutleaving the dedicatedareas of the terminal). The easing of restrictions on travel from Italy to certain countries doesnotexcludethatthese countries maystill set entry limits.

• List E - Rest of the world

Travel to/from the rest of the world isallowedonly for precise reasons, suchas work, health or study reasons, absoluteurgency, return to home, home, or residence. Therefore, travel for tourismisnotallowed. The return to Italy from this group of countries isalwayspermitted to Italian/EU/Schengen citizens and their family members, aswellas holders of residence permits and their family members. The DPCM of 7 September 2020 alsoenvisages the possibility for travellers from the Countries in list E to enterItalyiftheyhave a proven and stableaffectiverelationship (regardless of whether or nottheycohabit) with Italian/EU/Schengen citizens or with personswho are legallyresident in Italy (on a long-termbasis) and ifthey are travelling to their partners' home/domicile/dwelling (in Italy). Uponreturn to Italy from these countries, itisnecessary to undergofiduciaryisolation and healthsurveillance and to fill in a self-declaration whereitiscompulsory to indicate the reason for the return. Itispossible to reach the finaldestination in Italyonly by private means (airporttransitisallowed, withoutleaving the dedicatedareas of the airport) Annex C of the DPCM of September 7, 2020, clarifiesthatall French, British and Dutch territories, howevernamed, locatedoutside the Europeancontinent are included in the E list. The following countries are included in the B list: The Far OerIslands, Greenland, Svalbard and Jan Mayen, Gibraltar, Channel Islands, Isle of Man, British bases on the island of Cyprus, the Azores and Madeira, Spanish territories on the Africancontinent.

• List F - Armenia, Bahrain, Bangladesh, Bosnia and Herzegovina, Brazil, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru, Dominican Republic, Kosovo, Montenegro, Colombia

From these countries a ban on entry intoItalyisstill in force, with the exception of EU citizens (includingItaliancitizens) and their family memberswhohavebeenresident in Italysincebefore 9 July 2020. Crews, onboardpersonnel and diplomatic and militaryofficers and agents in the exercise of theirfunctions are excluded from the prohibition of entry.

Movements from Italy to these countries are allowedonly in the presence of precise reasons:

• work

• health or study reasons

• absoluteurgency

• return to your home, dwelling or place of residence

Therefore, travel for tourismisnotallowed. Whenreturning to Italy from these countries, itisnecessary to undergofiduciaryisolation and healthsurveillance and fill in a self-declaration in whichitiscompulsory to indicate the reason for the return (possession of EU/Schengen citizenship or condition of a family member of EU citizen and residence in Italy); itispossible to reach the finaldestination in Italyonly by private means (airporttransitisallowed, withoutleaving the dedicatedareas of the airport).

Kosovo, Montenegro: A ban on entry from these countries isstill in force, except for EU citizens (includingItaliancitizens) and their family memberswhohavebeenresident in Italysincebefore 16 July 2020. Alsoexcluded from the entry ban are crews, onboardpersonnel, diplomatic and militaryofficers and agents in the exercise of theirfunctions.Movements from Italy to these countries are allowedonly in the presence of specificreasons:

• work

• health or study reasons

• absoluteurgency

• return to home, dwelling or place of residence

Therefore, travel for tourismisnotallowed. Whenreturning to Italy from these countries, itisnecessary to undergofiduciaryisolation and healthsurveillance, to fill in a self-declaration in whichitiscompulsory to indicate the reason for the return (possession of EU/Schengen citizenship or condition of a family member of EU citizen and residence in Italy). Itispossible to reach the finaldestination in Italyonly by private means (airporttransitisallowed, withoutleaving the dedicatedareas of the airport). Colombia: An entry banis in force from this country except for EU citizens (includingItaliancitizens) and their family memberswhohavebeenresident in Italybefore 13 August 2020. Allpersonstravelling to Italy from anyforeign location are required to provide the carrier, or law enforcement officersifthey are stopped for checks, a self-declarationformthat can be downloadedhere.

Persons who fall into this category must comply with the national and regional prescriptions and procedures in force;

1.a Persons coming from countries other than those listed in point 1.a staying no longer than 120 hours.

Persons who fall into this category must take a nose-and-throat swab for diagnosing the SARS-CoV-2 virus with an RT-PCR test (hereafter “swab”) within 72 hours before their departure for Italy, and must show a negative result. The result of the swab must be obtained from a laboratory/hospital/health structure authorized by the public health authorities in the country of origin. The original document certifying the results of the analysis must be provided. Upon arrival in Venice, the person who fall in this category must take a test for diagnosing the SARS-CoV-2 virus at the entry ports with results to be returned within 12/24 hours. Once the test for diagnosing the SARS-CoV-2 virus has been administered, with the required protective equipment (mask, sanitizing and contact tracing), the persons must remain in the area of the Expotech Esrel 2020 Psam 15 Conference activities until the test for diagnosing the SARS-CoV-2 virus returns a negative result, avoiding any gatherings with persons that do not belong to their own delegation.

1.b Persons coming from countries other than those listed in point 1.a staying longer than 120 hours.
Persons who fall into this category must take a nose-and-throat swab within 72 hours before their departure for Italy, which must return a negative result. The result of the swab must be obtained from a laboratory/hospital/health structure authorized by the public health authorities in the country of origin. The original document certifying the results of the analysis must be provided. Upon arrival in Venice, the person who fall in this category must take a test for diagnosing the SARS-CoV-2 virus at the entry ports with results to be returned within 12/24 hours. Once the test for diagnosing the SARS-CoV-2 virus has been administered, with the required protective equipment (mask, sanitizing and contact tracing), the persons must remain in the area of the Expotech Esrel 2020 Psam 15 Conference activities until the test for diagnosing the SARS-CoV-2 virus returns a negative result, avoiding any gatherings with persons that do not belong to their own delegation.

It is understood that all persons coming from countries on the blacklist will not be allowed to attend. It is also specified that reporting obligations upon entry into Italian territory from abroad, as required by art. 5 of the DPCM 07.08.2020, remain confirmed, and must be carried out by notifying the Prevention Department of the Local Public Health Authorities of reference. Furthermore, should symptoms compatible with COVID-19 arise, the obligation remains for everyone to report this situation promptly and to submit to self-isolation pending the consequent public health dispositions by the Public Health Authorities.

HANDLING OF POSITIVE CASES AND MEASURES OF PREVENTION
Should the test for diagnosing the SARS-CoV-2 virus performed in Italy following the procedure described above return a positive result, Expotech Esrel 2020 Psam 15 conference will request that the person self-isolates at home or at the hotel where he/she is staying to comply with the requirements of the Local Public Health Authorities for handling persons testing positive for SARS-CoV-2.

HANDLING THE CONTACTS OF POSITIVE CASES
The actions by public health authorities to handle possible contacts of cases, which is the responsibility of the Local Public Health Authority of reference (through SISP – Public Hygiene and Health Service), will adopt a gradual and progressive approach, founded on the characterization of the risk associated with the type of contact, as detailed below.

Symptomatic close contacts and casual contacts
Following an epidemiological investigation conducted for each suspected or confirmed case of COVID-19, all symptomatic close or casual contacts must be promptly tested, by the Local Public Health Authorities of reference, using a diagnostic test with the purpose of identifying possible new cases at an early stage and reconstructing the chain of infection. The Local Public Health Authorities will issue an order for self-isolation and/or quarantine for a period of 14 days at the person's home or the hotel in which he/she is staying.

Asymptomatic casual contacts
Based on the type of contact, the Local Public Health Authorities of reference will assess whether to recommend self-monitoring while returning to normal community life or to order quarantine and diagnostic testing by means of a nose-and-throat swab.
